But here's where it gets controversial... In 2018, the Trump administration took a bold step by directing the development of a civil space traffic management system, a task that had traditionally fallen under the Defense Department's purview. This move sparked a heated debate, with many questioning the wisdom of such a shift. Fast forward to 2025, and despite initial skepticism and financial hurdles, the project finally crossed the finish line, only to face another challenge - the second Trump administration's proposal to cancel it altogether!

The Traffic Coordination System for Space, or TraCSS, had a rocky start. Congress' lack of funding and doubts about the Commerce Department's suitability for the job slowed its progress. However, a 2020 report by the National Academy of Public Administration settled the debate, confirming Commerce's role as the best fit. The Office of Space Commerce finally received the budget boost it needed in 2023, and the race was on.

The office adopted an agile development approach, a common strategy in software development, to quickly build a 'minimum viable product' and then iteratively improve it based on feedback. This method allowed them to rapidly scale up and start putting TraCSS together.

But it wasn't just about the technology. The Office of Space Commerce also had to navigate complex relationships with the Space Force, the data provider for the system, and various companies that could offer additional data and services. They had to ensure that the basic, free safety services provided by TraCSS, like collision warnings, didn't compete with the more advanced offerings of these companies.

In September 2024, TraCSS entered its first phase, a beta test involving several satellite operators, including the giant SpaceX with its Starlink constellation. Over time, more companies joined, and the office continued to enhance TraCSS, preparing it for full service in early 2026.

And this is the part most people miss... Despite political headwinds, TraCSS persevered. In a controversial move, the Commerce Department attempted to lay off the TraCSS program manager, Dmitry Poisik, in February, but he was quickly reinstated. The proposed budget for NOAA, which includes the Office of Space Commerce, even suggested terminating TraCSS, arguing private companies could handle the job. But the commercial space industry stood firm, insisting TraCSS was essential for safe space operations.

House and Senate appropriations bills have since proposed restoring some of TraCSS' budget, which Poisik believes is enough to fulfill its 'basic mission' as the number of satellites in orbit continues to grow.
